it did not work for my Nigerian number. code was never received. Ended up just using a friends number in CA.
However, I tried adding another Nigerian number afterwards in the 2-factor authentication setting and verification code was successfully received. so perhaps my particular number was black listed by apple. Thanks for the guide. much appreciated.
